The University of Sassari, Italy offers a three year course for Laboratory Technicians.  The course has a limited number of admissions, but 1-2 extra seats are reserved for students from developing countries.  There is no sponsorship from the University, however interested applicants can apply for sponsorship through the Italian Embassy in the country.
